Ganymede Software provides a utility called Qcheck that will test network performance for streaming UDP and TCP.

Dummynet is a flexible tool for bandwidth management and for testing networking protocols. It simulates/enforces queue and bandwidth limitations, delays, packet losses, and multipath effects. It can be used on user's workstations, or on FreeBSD machines acting as routers or bridges. There's a floppy image with a minimal BSD that contains the dummynet code.
